2. Go to Filter > Render> Lens Flare and use the settings as shown below (brightness 100 %), Lens Type 105mm Prime

3. Now go to Filter > Distort > Polar Coordinates and use the following settings (Polar To rectangular).

4. Next go to Image > Rotate Canvas > 180 degrees.
5. Next go to Filter > Distort > Polar Coordinates and change the settings to Rectangular to Polar. Click Ok. You will get a nice ball like shape.

6. Now using the elliptical marquee tool make a selection of the ball as shown below.
7. Now create a new document and using the move tool drag the selection made in the previous step to the new document.

8. Now in the new document go to Edit > Free Transform and resize the ball and press enter. Also, fill the background layer with black.

9. Make sure that the layer containing the ball is selected (in this case Layer 1). Now go to Image > Adjustments > Hue/Saturation (you can also press Ctrl + U). Click on the Colorize checkbox on the lower right hand corner of the Hue/Saturation window and use the settings Hue: 180, Saturation: 28, Lightness: 0. You can play with these settings to get some color which you like.
